He remembered that Jules had high-level connections inside The Department of City Planning who could discreetly test the waters.

By the following afternoon, Christian Chase walked into his office carrying an encrypted file, looking utterly bewildered.

"Boss, we looked into it. While nothing is set in stone, we managed to confirm some preliminary details."

Lucian took the file and flipped through the pages one by one.

Christian stood beside the desk, desperately trying to mask his shock as he delivered a professional report.

"There is indeed an internal proposal at The Department of City Planning regarding the area near that plot. It's still in the consultation phase, so practically no one knows about it yet, and the final outcome is uncertain."

Christian paused before continuing, "However, if the project is greenlit, the plot will be permanently severed. No commercial development would ever be able to utilize the space effectively."

In other words, it was a massive financial landmine.

Lucian pressed his lips together in silence.

"As for The Riverside Parcel, we fully vetted the surrounding area as well," Christian said, turning to another page. "There are confirmed blueprints for a massive wetland park. Once completed, that specific parcel will become the only prime waterfront residential zoning in the entire district."

"According to our analysts, if we secure the riverfront plot at its current undervalued price, the land value will jump by at least three hundred percent once the park infrastructure is announced."

Finishing his report, Christian couldn't hold back his curiosity any longer. "Boss, how did you even find out about this? Not even the top real estate intelligence firms in the industry caught wind of it."

Even most of the people working inside The Department of City Planning were clueless.

The one or two officials who did know were incredibly tight-lipped.

Confidential information like this was never casually discussed.

The fact that Lucian managed to secure this intel ahead of everyone else was simply mind-blowing.

"Hardly anyone," Christian replied, a hint of relief in his voice. "The industry at large considers it a dead zone. Only two minor developers have submitted bids, and neither has significant capital. Our assessment team concluded that we can acquire it at the absolute floor price, well below market value."

Lucian gave a slight nod, a sharp glint flashing in his eyes.

"And the situation with The Eastside Plot?"

"The Sullivan Group is aggressively pursuing it. Sebastian is personally managing the bid, and he's already raised their offer to two point one billion dollars. We also leaked the rumor that the Langford Group's floor price is two billion, and that we are fully committed. When Sebastian caught wind of it, he bumped his bid up by another fifty million."

A faint smirk tugged at the corner of Christian's mouth. "He thinks we're fighting him for it."

"Let him fight," Lucian said coldly.

He had been hoping Sebastian would take the bait.

Business was war. Sometimes the best way to win wasn't to outrun your opponent, but to gently guide them straight off a cliff.

Understanding perfectly, Christian nodded and turned to leave the office.
